On September 20th our representatives meeting at the United Nations (UN) will sign off on a ‘Declaration’ titled: “Political Declaration of the United Nations General Assembly High-level Meeting on Pandemic Prevention, Preparedness and Response.”

This was announced as a ‘silence procedure,’ meaning that States not responding will be deemed supporters of the text. The document expresses a new policy pathway for managing populations when the World Health Organization (WHO), the health arm of the UN, declares a future viral variant to be a ‘public health emergency of international concern.’

The WHO noted in 2019 that pandemics are rare, and insignificant in terms of overall mortality over the last century. Since then, it decided that the 2019 old-normal population were simply oblivious to impending annihilation. The WHO and the entire UN system now consider pandemics an existential and imminent threat. This matters, because:

1. They are asking for far more money than is spent on any other international health program (your money),
2. This will deliver great wealth to some people who now work closely with the WHO and the UN,
3. The powers being sought from your government will reimpose the very responses that have just caused the largest growth in poverty and disease in our lifetimes, and
4. Logically, pandemics will only become more frequent if someone intends to make them so (so we should wonder what is going on).

The UN Political Declaration on Pandemic Prevention, Preparedness and Response was “adopted” at the High Level Meeting, subject to a formal vote by the full General Assembly “at a later date.”

Please be sure that you have read “Broken Silence” first. This previous article will provide some of the background needed to understand what happened at the United Nations today (September 20, 2023).

I am aware that this is very confusing.

The powers-that-be had hoped to have their high level meeting and pretend to formally adopt the Political Declaration and be done with it. However, it didn’t quite work out that way.

The President of the United Nations General Assembly ONLY APPEARED to “adopt” the Political Declaration, but the process of adoption HAS NOT BEEN COMPLETED. The document still needs to be formally voted on by the full General Assembly at some future date.

The events at the United Nations today (September 20, 2023) were a last-minute attempt at political theater that was forced by the objections made by eleven nations. (See my Broken Silence article.)

On Sunday, September 17, 2020, eleven nations sent a letter to the President of the United Nations General Assembly (UNGA) and pointed out that such an adoption would be in violation of UN rules. It appears that the Political Declaration will have to be presented before the entire United Nations General Assembly for a formal vote at “some future date.”

General Assembly resolutions 75/315, 77/274 and 77/275, are clear in indicating that the political declarations of the three health-related High-Level Meetings should “be submitted by the President of the General Assembly for adoption by the Assembly”.

In that sense, our delegations oppose any attempt to pretend to formally adopt any of the draft outcome documents in question, during the meetings scheduled for 18, 20, 21 and 22 September 2023, respectively.

3. Cuba,
4. the Democratic People’s Republic of Korea,
5. Eritrea,
6. the Islamic Republic of Iran,
7. Nicaragua,
8. the Russian Federation,

We note that they are mostly nations targeted by those who run the show at the UN, WHO and other mock “institutions’ created to consolidate their power. One is permanent member of the UN security council, Russia.

I have reported numerous times regarding the “Silence Procedure.”

Under this procedure, a draft resolution is circulated to Member States with a timeline to respond. If a country supports a resolution, it does nothing. If it opposes a resolution, it sends an email breaking silence. Just one such action stops the adoption of the resolution and could trigger an extension of time for revisions or to resolve the objections.

Eleven countries have formally objected to the political declarations that were scheduled to be adopted during the High Level Meetings (HLM) at the annual United Nations General Assembly.

The objections were conveyed in a letter dated 17 September 2023 to the President of the UN General Assembly H.E. Dennis Francis that was signed by the permanent representatives of the following countries:

‘Creating a Digital Prison’ WHO Rushes Ahead on Global Digital Health Certificates

The World Health Organization (WHO) is moving ahead with a Global Digital Health Certification Network (GDHCN) — an interlinked, global technological system that would be used to recognize the validity of health certificates and “vaccine passports” — according to independent journalist James Roguski and others who spoke with The Defender.

“In reality, the WHO is not waiting for the negotiations to be finalized,” Roguski said. “They are already moving forward with the construction and implementation of a global system that is designed to restrict your freedom to travel.”

The “negotiations” is a reference to next month’s meeting in Geneva, Switzerland, where the WHO’s Working Group on Amendments to the International Health Regulations (WGIHR) is set to begin negotiating proposed amendments to the International Health Regulations (2005) (IHR).

The IHR is a binding international law governing public health and global health emergencies. The WGIHR is composed of representatives of 196 nation-states negotiating proposals for amendments to the IHR.

In all, 307 amendments have been proposed for the IHR by 16 entities, on behalf of 94 countries — including amendments to formalize the creation of a globally interlinked system of health certificates that would be recognized by all WHO member states.

Roguski, who has investigated the workings of the WHO and the proposed IHR amendment negotiations and “pandemic treaty,” said that while the pandemic treaty has garnered more attention, it is the IHR amendments that contain proposals for such “certificates.”

Author and podcast host Frank Gaffney, founder and president of the Center for Security Policy, echoed Roguski’s concerns about the IHR amendments and GDHCN.

Gaffney told The Defender:

“What’s very alarming to me, and I think many others, is that we’re looking at the prospect that the international arrangements that are being put into place will have as their sort of critical infrastructure if you will, this kind of global identification, the capability and that it will be abused to exercise control over people irrespective of the rights, for example, that they enjoy under our constitution. And in fact, I think very much to the detriment of those rights.”

A new study of 17 countries found a “definite causal link” between peaks in all-cause mortality and the rapid rollouts of the COVID-19 vaccines and boosters.

Researchers with Canada-based Correlation Research in the Public Interest found more than half of the countries analyzed had no detectable rise in all-cause mortality after the World Health Organization declared a global pandemic on March 11 2020 — until after the rollout of the COVID-19 vaccines and boosters.

They also found that all 17 countries, which make up 10.3% of the global population, had an unprecedented rise in all-cause mortality that corresponded directly to vaccine and booster rollouts.

Through a statistical analysis of mortality data, the authors calculated the fatal toxicity risk-per-injection increased significantly with age, but averaged 1 death per 800 injections across all ages and countries.

By that calculation, with 13.5 billion injections given up to Sept. 2, 2023, the researchers estimated there were 17 million COVID-19 vaccination deaths (± 500,000) globally following the vaccine roll-out.

“This would correspond to a mass iatrogenic event that killed 0.213 (± 0.006) % of the world population and did not measurably prevent any deaths,” the authors wrote.
